[Corpora-List] What is the License type for WMT dev/test sets?

Dear MT community,

We have been using the WMT test sets for a decade but it'll be nice to get clarity on the license type and usability in the age of LLMs.

Is there an institution or person that we can approach to get an answer for the license for WMT dev/test datasets?
